How to take care of the skin in winter?

Hey everybody, what are the best skin care routines to follow to maintain the skin during the harsh winter season? My skin gets so red and dry, that I find it so hard to stop myself from scratching my face or hands. And this makes it even worse! I moisturize my skin as much as I can but to no avail.
